If you check the Encodings table of this character at FileFormat.Info, then you see that this character is in UTF-8 composed of bytes 0xE2, 0x80 and 0x99. And if you check the CP-1252 code page layout at Wikipedia, then you'll see that the hex bytes E2, 80 and ... My page often shows things like ë, Ã, ì, ù, à in place of normal characters. I use utf8 for header page and MySQL encode. How does this happen? Somewhere in that mess, the non-breaking spaces from the HTML template (the s) are encoding as ISO-8859-1 so that they show up incorrectly as an "Â" character That'd be encoding to UTF-8 then, not ISO-8859-1.
